I maintain the response to this disaster isnt as shoddy as people are making it out to be.

The huricane hit Monday and knoced out all communications plus most everybody was gone. With no communication out of the city, nobody could call and tell what was happening. With everybody evacuated nobody knew what had happened.

Tuesday nobody had been back there to see what had happend until the afternoon when reporters and media were flying over and reporting. Even then it wasnt known the levy had broken in 4 places. Hell even the mayor was proudly stating Tuesday, "we clean up every year after Mardi Gras, we can clean up after this".

It wasnt til late Tuesday early Wednesday that we started to realize the scope of this mess. By Wednesday evening FEMA was there although not in full force and by Thursday the National Guard arrived.

And today, Friday weve got tons of people down there and have raised tens of millions of dollars in aide.

If we'd known Monday night how bad it was we wouldnt been down there in full force by Tuesday afternoon. 9/11 was instantaneous, we knew pretty quick something bad was happening. This is totally different. No communications and 90% of the city evacuated. And lest we forget the skumbags that were mugging good samaritans and stealing their boats, shooting at rescue choppers and sniping at cops.

I guess the two cops probably thought that they just couldn't do their jobs without new clothes from Wally-World. They may have actually been working closely with O.J. and believed the real killers were hiding in the footwear aisle.

Why in the world did these two ever become police officers? It certainly wasn't to serve and protect. Unbelievable.

16k? That's hard to believe personally... Especially in a town as large as it is. They are now caught on tape, they should get charged like everyone else IMO.

am i missing something, did New Orleans even have a disaster plan? did they follow it? seems the plan was, freak out and call for federal aide.
was the evacuation plan "oh my god, get the f#ck out of dodge"? or did they actually have resources to help people evacuate. The people who say "I did not have the resources to leave" boggles my mind. if I'm 20 feet below sea level, and a cat 5 hurricane is coming with 2 days warning, watch me walk out of New Orleans!! One Large Bottle of water, a Large pack of Slim Jims, and the friggin desire to live.

I dont know, maybe I'm tired, buzzed with a little beer and just ranting.
Granted, maybe the fed govmt could have gotten their faster, but some local government piss poor leadership is a factor in this whole shebang, I dont care what anyone says. Watching them pass the full blame on the Fed is not stting right with me. Its not a political thing, Take some responsibility for some blatant F-Ups you made as well.

Keeping the Feds response as a constant, anyone else think it would have been complete Anarchy down there if Rudy was mayor of New Orleans? Granted, it still would have been bad, but not the complete bedlam/horror show it degraded to.

I agree. If this thing had been taken seriously on the front end, there would have been very few people left in the city needing federal assistance. It's about time when a government (local, state, federal) says to evacuate....staying is NOT an option.

The Mayor of NO and Governor of LA, want to blame Bush and the Federal Government as fast as possible due to their gross negligence in preparing for this disaster. They had ZERO plan for ANY type of disaster. It's simply a classic example of passing the buck and trying to not look bad in the eyes of the public. The mass majority of media, being obviously biased and stupid, doesn't help anything either.

I don't have much sympathy for the people who chose to stay, however two things are being ignored here:
1)Many people who were there had no means of leaving
2)The whole purpose of government is to provide services which can not be achieved on a smaller scale.

Yep, everyone is passing the buck, but its got to stop somewhere and on something of this scale, it is the Federal government. Hurricanes and earthquakes are explicitly in the purview of FEMA and the department of homeland security. The whole point of homeland security was to create a department that could act without the permission of local governement to address large-scale catastrophies and respond more quickly (and natural disasters, not just terrorism are spelled out in its charter). State and local government FAILED MISERABLY, however, that's what DHS is for and it, too, failed miserably.

There's plenty of blame to spread on every level, and I just hope that Bush holds the right people accountable.

Fair and balanced newspaper, huh. Doesn't necessarily report both sides, but knows how to CYA and play both sides.

I have begun to hear that our all mighty President knew that he had the ability to step in at anytime, but being a former Governor himself, he knew how the mayors and Govermors of each state are the first line of action and until they asked, his role was understandably limited.

Had he come from the ranks of the Senate, he might have been on the shore to get the "photo op" as she rolled in.

Maybe I'm dense, but I just don't understand bashing the DHS for what happened after Katrina. How is a natural disaster the responsibility of DHS? This agency was set up after 9/11 and as far as I know it was not intended to be the agency to manage every disaster that occurs within our borders. If I’m wrong, please correct me. Yes there is plenty of blame to go around and certainly heads will roll, but this is not the time to ****, piss, and moan. There will always be plenty of time to hang the guilty ****.

If we all sat back and examined everything that happened before the storm hit we could all come up with a better plan, but obviously it is too late for that. If the residents of the affected areas had heeded the warnings (and there were plenty), and evacuated completely then we wouldn't be having this debate. If the local government had forced the evacuation of every man, woman, and child we wouldn't be having this debate. Do any of you really believe that could have really been accomplished? Not me. As citizens of this country we all value our freedom to choose and certainly do not respond well to being forced to do anything we don't want to do, even if it is in our collective best interest. No matter how well intended a forced evacuation may be there will always be someone or some group that cry’s about their civil liberties and rights being violated. No matter how you look at it, it's a lose-lose situation. You simply cannot please everyone. Those that are negatively affected will complain much louder than those that are positively affected and the news media knows what sells more commercials. Hard luck stories are far more profitable that feel-good stories.

I’m still amazed at the conduct of some of the residents of the affected areas. While I can understand looting in order to stay alive I cannot understand the need to heist a TV, an electric toy car, a computer, gardening equipment, office supplies, etc. Doing what is necessary to stay alive is one thing, but the wholesale looting just for the sake of looting is beyond my ability to comprehend and no one will ever convince me that it was the right thing to do. I’m sure that the media is aware of the effect that their reporting has caused and I’ve got enough common sense to know that not everything being reported is fair and balanced. Everyone has an agenda and they will promote it as much as possible.

So here we are, back at the beginning. Are we going to keep on pointing the fickle finger of fate at everyone or do we drop the blame game and get busy helping those that obviously need it? I’m done worrying about the failures and am more concerned with what we need to do to recover from Katrina.

A quick look on the website for Departmant of Homeland Security

    http://www.dhs.gov/dhspublic/interapp/editorial/editorial_0646.xml

In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort. The new Department will also prioritize the important issue of citizen preparedness. Educating America's families on how best to prepare their homes for a disaster and tips for citizens on how to respond in a crisis will be given special attention at DHS.

Improve National Response and Recovery Efforts by Focusing FEMA on Its Core Functions. FEMA will report directly to the Secretary of Homeland Security. In order to strengthen and enhance our Nation’s ability to respond to and recover from manmade or natural disasters, FEMA will now focus on its historic and vital mission of response and recovery.

Yes it is a very good link. The most recent release of what they were planning to accomplish and change was on 7-13-05. I believe they were working to get things where they need to be but 45 days is hardly enough time to implement all the changes in an organization the size of FEMA. I think there are good intentions all around but we are going to have to get better at all levels from the grassroots to the top.
I’m done worrying about the failures and am more concerned with what we need to do to recover from Katrina.
And what we need to do to be ready for the next one. Excellent point Frank. Lets get this one done and fix what needs to be fixed and move on.

anyone want to wager a guess what they could have been used for if said assets were managed by someone with more than 2 brain cells?

from an emergency management standpoint, leaving assets like that in the danger zone is unacceptable, leaving them virtually untouched is even worse. Leaders need to Lead. How many city employees had drivers licesnses, get in the bus, get people on the bus, especially the ones who had no means of leaving, and get the hell out of dodge!!! ITS NOT ROCKET SCIENCE!!

The mayor just issued the order to forcibly remove anyone from the city, even from their own property. These are armed homeowners for the most part.
