No, that has nothing to do with the Carolinas. It has everything to do with sensationalism.
CNN's Anderson Cooper pulled the same type of stunt about a year before that bogus report. He was standing in a ditch, making it appear as if the floodwaters were 4 or so feet high, meanwhile people walk behind him in about 2 inches of water.
I have come to expect this out of the news. You can't trust a damned thing they say. That's why I refer to them as the propaganda channels. It gets old quick.

I've probably mentioned this to you before @SeleniumFalcon , but Joseph Esmilla (he of https://jelabs.blogspot.com/ fame) is a pretty serious photographer (besides being a professional musician, audiophile, and skilled amateur/DIY hifi component designer/builder). He has or had family in Hagerstown and still spends some time out that-a-ways.
