Thank you for an informative and insightful response. I think your points are well thought out, and certainly a good start. I see no problem with any of them.
As far as charters using curriculum and instructional material from districts, my question is.....are they mandated to do so ?
It's refreshing to see someone as yourself who is in the weeds....so to speak, of education who is actually putting forth thoughts on whats best for the kids.HT SYSTEM-

If the district gives funds for the charter school, then yes, the charter is required to follow some if not most rules, depending on the negotiated agreement (charters come in with proposals on where they want to focus and it goes back and forth in my observations).
Sadly, in Ohio the charter system turned into a version of the wild west. In the past month, new laws were passed reigning things in with regulations based upon the successful charters. From what I've read it has broad support across the board and Kasich said he will (maybe has already) sign it.
