VR3 and F1 answered my question/confusion. I thought that little brown one was a poly switch as well.
I will delete the bypass cap and replace the poly switch a .5ohm resistor

Ground up is acceptable and maybe code in areas. The idea behind it is heavy plugs and weaker socket contacts allow plugs to expose the blades enough for something to make contact. With ground up IF something fell and made contact it wouldn't make "electrical" contact with a blade.
