I came within seconds of acquiring a used pair of those Pioneers at a townwide yard sale in nearby Cornish Flat, NH a year or two ago. They're likewise not bad little loudspeakers.
I haven't heard the ELACs, but I have heard good things about them from people whose ears I trust.
First off don't think you need to have everything at once. Get a older AVR that has HDMI ($30-$50 range), pick up some older polkies RTi 4/6s or even a pair of T15 add a 6"/8" sub and old center for a nice little 3.1 setup for under 200 bucks total
If you can find a set cheap enough, the Monitor Audio Radius r90HDs are really good, and tiny. You’d need a sub though.
The earlier versions are supposed to be almost as good, and the later versions are supposed to be better.
Older AVR to power it, like Recoveryone said. The Monitors sound really great on my Yamaha RX-v665.

mlistens03 did think about a sub. Wonder how those speakers that I mentioned do without a sub?
I think they’d do good with a sub, better than they would on their own. But the ones you mentioned earlier are larger and probably have better low end response, so you may get away without one. The Monitors I mentioned pretty much won’t do anything under 75 hz.

The reference series speakers are decent for music and a pretty good speaker given the ultra budget application here.
However my purchase was just refunded so these may not be available.
It seems there may be an similar alternative the R51m on amazon for a few bucks more.

Thanks for the input, I have made my decision. I am filled with anticipation to see how this is gonna work out. I am also filled with consternation knowing that I will have to go to here mom's house to set it up. If I had the money I would send her raggedy azz to the spa for the day.

@halo I should have looked at them, I have heard good reviews here but the upgrade path would probably be a better receiver etc. This should get her through college and then I expect her to buy me a graduation present. Have you heard the S20, the more or less equivalent of the B6.2?
