Looks like '60's England. Can't tell for sure, the yellow car might be a Morris.

The consensus online is that this is Wallsend, Newcastle upon Tyne. (I had a girlfriend whose father was a Geordie.) :p It appears that these buildings no longer exist.

The quote below is from Facebook:

"For those asking when the pic was taken, the ship is the Esso Northumbria and she was launched in May 1969 so the pic was taken either late in 1968 or early in 1969."

The sister ship Esso Hibernia was launched in 1970 and there very similar images where the word "Hibernia" is clearly visible on the hull.

The slips where these ships were built are circled in red in a recent satellite view (below).

    Heartbeat
BritBox series about the 1960s lives and adventures of the police constabulary, medical staff, and residents of Ashfordly and Aidensfield.

I have been watching this series for the past 2-3 weeks.
I have really enjoyed seeing the many makes of cars and all else in the series.

    A wonderful series.

The music by extraordinary artists for each episode is exceptional.

I'm pretty sure that the yellow car is a Triumph Herald. Irritated that I can't hazard a guess as to the other car.

Back in '87 I was part of a study team developing GSE (Ground Support Equipment) maintenance and repair methods at the UPS Louisville air hub. A study team posting was required to be promoted to manager. There were no camera restrictions at that time. I took many pics and kept them in a binder in the study team office.

UPS supervisors/managers were pretty anal back then. One ops guy looking through the pics found this one and wanted a copy. He wanted to enhance the image, locate and fire the guy for taking his hands off the Tug steering wheel. I refused to give up the picture.

Some places I worked I took photos, other places I didn't -- i.e., in the latter cases, I respected some pretty pointed requests that we not. ;)
I do wish I had pictures (not to mention a video) of the very sophisticated (and very expensive) robotic platform that we designed (to some extent had designed, to our spec) and had built to automate host cell protein assays in my high-throughput analytics lab at Wyeth. It was installed and went online just (as in days) before Pfizzer bought us. :#
    It was wicked cool.
