In a past life I was a QC manager for dry cast and wet cast concrete product company and can say with certainty you are going to have to do some more work to remedy the issue.
As mentioned hydraulic cement should be used such as damtite. Keep in mind all concrete is porous and that kind of water is going to find it’s way in other areas.
That hole may be the most visible but I’m betting there are other cracks in the poured wall that are seeping at least. Also know that the water had already made it past the tar coating on the outside of the wall.
There were similar issues with our home but were remedied prior to our purchase. The remedy included two yard drains to remove surface water around the house, which are marvelous btw. Also the perimeter of the home was dug and French drains were installed. While the ground was dug out a second drain from was installed under the foundation and plumbed to a second sump well with an two additional pumps, one on a battery backup.
Been here two years and witnessed record breaking rainfall with local flooding, but our basement has stayed dry. We have bare 9ft poured walls in our basement so it’s easy to inspect, but I will say it’s incredible how much water pours in our sump wells during a periods of heavy rain. The pumps kick on every 30 seconds or so at those times to empty the wells.
With your wall leaking like that you’re getting some serious water as we are and you should strongly consider those types of remedies. Good luck.Oh, Listen here mister. broadcasts, I was a big fan of Radio Nederland. Had a bumper sticker from 'em on my Bronco 'n' everthing.
Ironically, despite many trips to Europe in the ensuing decades, I have yet to visit
the Netherlands. Would like to go sometime. Heck, one of my clients is even a Dutch biotech company -- but we've done our business by telecon.

Having done many myself, this is good advice. Those plugs are nice you used, but they are a temporary solution. As long as water is still entering the hole from the outside, that hole will eventually become bigger, and the plug worthless.
Getting the water away from the foundation is key, then fixing the known holes on the outside with hydraulic cement, letting it dry, and covering that with either tar or a rubber compound such as what they fix cement swimming pools with and you'll never have a leak again.
If you do drain tile, make sure you have enough wash stone around the pipe to keep it from eventually clogging. If you do a French drain type of trench, make sure you put a fabric paper over the top to keep dirt and stone separated, and not get clogged up also. Good luck to you.HT SYSTEM-

I just have to re-grade the areas of concern. That should take care of it. Idea is to get the water to flow away from the house.

Update - Last 24 hours we've had significant rainfall. As before, water table way up high, the river at the back of the property water level up to the top of the bank. First thing this morning I checked the repair, bone dry!
