You are more likely to hear one sub in mono versus 2 in stereo IME. Also, keeping the sub that low is somewhat normal for a 2 channel system. Otherwise, they can quickly overpower the mains, knock the balance off and overloading the room quickly.
FWIW, both my Rythmik subs are running at probably 14 to 15%. That's plenty enough to be well balanced to the mains and both to the room.
One further thought. The larger the sub and the lower it hits, the harder it gets to integrate to both the mains and the room.
What do you feel that you are missing with your current subs?

That full wrap around presented by the L800 is exactly why I did not like them. The original SDA speakers gave a wide soundstage with a slight bow out to the left and right sides, basically how one would hear live music. The L800 music presentation is unnatural, IMO.
They do not do the wrap around thing in my setup. The soundstage is deeper than it was with the 1.2TL's, but not taller. It is also wider than the old-school Polks. Overall, in my space, the Legend are a much better fit, and for my wide-ranging musical tastes, a better speaker.
I like the L800’s over the 1.2TL’s I had as well, I’m sure the room plays a huge part.
With that said, I’m liking my 2.3TL’s in my room, and have not thought about putting the L800’s back in place.
I might play around with swapping them out at a later date..
The 2.3TL’s are a much better fit for my room than the 1.2TL’s from my sitting position..

The L800s would work but just wouldn't be ideal in the space to get the full SDA wrap around the speakers are capable of. I eliminated my side surrounds eventually when I figured out the L800s were presenting a pronounced surround effect by themselves. They also work best at least a foot or two from the front wall unlike the original SDAs. I agree that the R700s may be the best option that Polk has now.
The L900 insert module is powered separately from the rest of the speaker and there's no harm in leaving them not connected.
