As someone pointed out on the site where I saw that image -- it does look like the chain brake's on, but "he's playing with fire".
I'd like to think that image is, umm, staged -- unfortunately, with the state of education in Amurrica today (and that bloke does look Amurrican), it's not at all a given. -
