He's a scam, he sent another email, with some sob story. Supposedly he has refunded my money, but it's not there yet.

and I do not see where you were not given respect. You complained about not getting an email from a person on 20 buck cables. To me you did it to yourself to not earn the respect.
When you sit and complain that a seller didn't get back on that small of an item to me its annoying and in a way out of line. Sure there is a principal of the matter, but umm in this day in age that doesn't matter to a whole lot of people. Plus its not like the Gon or something, its Ebay for crying out loud, crap happens all the time.
if you act in a way that is going to call attention to yourself then fight back against people yeah, your going to get made fun or, or poked fun at, which some people can take and others can't. Big deal the guy didn't email you. There are far far more important things in life to worry about.
Hell I didn't get an email back from a college concerning grad programs for over a week. Did I start freaking out on them and saying how horrible they were because they didn't respond even though I thought it was important. No. Why? Because people get busy, and if its something that IMO is rather insignifficant, then it might take a bit longer. -

My "complaining" was actually an update to others(that ordered also) that I have not heard anything in direct relation to their concerns of the same.
My initial thoughts were the guy is a scam, but I was willing to try him and give him the benefit of the doubt. The guy had MAYBE 4 items for sale, he sold a 99 cent sata cable, and bought some Pokemon cards. If others get their cables, great for them, my intentions were duly noted early in the thread.
Whether it was $20 or $2000, the principle is the same, yes times have changed, the willy nilly, unconcerned and cavalier attitudes of those today in business have driven customer service complaints to an all time high. There are few businesses or private sellers who stand behind their word. And others who are outstanding, many are on here, eBay, and the Gon.
Was I "worried" for me? No, my transaction was protected, and so was everyone else's. But why force PP to raise fees because of continued scams of this nature? The guy strings it along until the very end of the dispute period, PP is forced to refund everyone's money and it will eventually amount to higher fees for everyone, because these cases are not isolated.
*on a side note* I don't think a college grad program is a good comparison to a business transaction online...I wouldn't expect a university to instantly return emails. hell, it was a couple weeks before I heard anything from a few when I was doing the same. Institutions of that magnitude who would? A guy selling 4 items ??? One would think that you could address one email in a weeks time from a host of people who have already paid you...especially in today's constant connectivity. I can make purchases through my phone! I have responded to sellers here and funded transactions while out and about!
