Is it a general rule (if there is such) that if the pre out RCA's don't seem to be working (the xlr pre outs won't work either??? Having a tough go if it here!!

No You can have broken one or the other or both. Send it to Cambridge , they have a wonderful technical staff there, they will get it working for yeah.Dan

Didn't you buy that used ? Call the seller and see if you can get your money back.

Which inputs are you using? If 1 or 2, do you have the switch set to proper input (balanced/unbalanced)? If you can adjust different volume per input, make sure the input you are using is not muted.
