Being that I know now the buyer just has to hit a "release funds" in their Paypal account you can bet I won't ship another item before I get my money, no matter ebay or paypal rules.
    If...
Ron dislikes a film = go out and buy it.
Ron loves a film = don't even rent.

After these go out, I will not be selling another electronic item (or any other) that requires payment holds. No seller protection = no more selling on ebay.

please tell me when did this big change take effect? I just sold some items on the bay not to long ago. 6weeks ago. The buyer used a payment form E-check. Paypal sent me an email and told me to not send the item until the payment was in my account. When i found out about this I sent the buyer an email and ask them to use a credit card or cash from their account to mine. after 48hours and no response from the buyer I contacted Ebay THEY SIDED WITH ME and help me cancel the sale. Why ???? Because there was no way for the seller to pay me within 48hrs like my auction stated. EBAY walked me through the process of declining the payment and offering a 2nd chance sale to the next guy which was 1.00 less and he paid within 20 min. of the offer.

The fist buyer filed a complaint and EBAY and PAYPAL told the buyer her method of payment did not follow my auction rules to have a payment in my account within 48hrs so I had the right to cancel after 48hrs and if she wanted to give me a negetive feedback EBAY would erase it because she was at fault..

I now state in my auction NO E-CHECKS & PAYPAL ONLY & PAYMENT MOST BE IN MY ACCOUNT IN 48hrs. per Ebay's advice and as I said Ebay and Paypal has sided with me 100% on this matter
From what I understand it is like this..... Once the buyer sends payment the funds are in your account instantly but.... the funds are being witheld for 21 days on highrisk items or until you can show proof the item was in fact delivered or the buyer leaves positive feedback. It looks like according to Ron that the buyer of his own accord can release the funds but even with the statement that the funds be in your account within 48 hrs the buyer is not obligated to release those funds because they are indeed "in your account" within the stated time just on hold is all.

For instance you can request on a Buy It Now item that instant payment is required. Ok now lets say the buyer does exactly that, sends the funds instantly to your account there actually in your account only on hold and I dont believe you can force him or PayPal to release those funds until the item has been shipped and received.

You of course have the option of telling the buyer via seperate email that they must either leave you positive feedback or release the funds before you ship and then not shipping if the funds are not released and relisting the item but I dont think you can state this in your listing and of course the buyer has the right to refuse to do either.

Well, I just pulled off the impossible by doing a double-blind comparison all by myself, purely by virtue of the fact that I completely and stupidly forgot what I did last. I guess that getting old does have its advantages after all :D

Snow I will mention that I have sold items (electronics) and had the payment in my paypal account within 48hrs and removed those same funds to my personal bank account the same day and within paypals 72hr transfer and sometimes shorter process had these very same funds transfered.
I have NEVER had any 21 day wait on any funds. I never use the paypal shipping method(why pay them anymore?) I ship on my own to the CONFIRMED address that paypal has on record. I then send the buyer the tracking number. Sir I am running my mouth on matters I am very familiar with! I will admit Ebay is not what it used to be. Some think it has gotten worse I believe just the opposite. There were many many scammers before and still are to an extent but the one thing i disagree on is the ability for the seller to give negative when it is deserved by the buyer. If a buyer is just out to scam sellers there is a lot of work the seller must go through with Ebay and Paypal to set this straight BUT all the seller can do is no feedback or positive feedback. Ebay will put something on the scum buyers account BUT we don't see that in any feedback. If a person just buys and never sells they WILL NEVER have any negative feedback. I have had buyers buy stuff just to get parts for their own gear and then give me a negative for an item that did not work. WELL SURE IT DON'T WORK YOU TOOK PARTS OUT OF IT !!! So all electronic item's i sell(tuner, amps and such) I take to a shop to VERIFY that the item works 100% and have them put one of those tamper proof stickers on it. I do not put this in my auctions as it defeats the purpose to the fact that I can show Ebay and Paypal that the buyer is a thief and a scammer.

So NEVER SHIP UNTIL YOU GET THE CASH AND DOCUMENT EVERYTHING!!!
    you'll be fine

Well if you have never had funds put on hold for electronic sales that is most likely due to you having a positive feedback record of over 100 and at least 20 positive DSR ratings in the last 12 months if this is the case then PayPal will not put a hold on the funds. But for a lot of people who mostly buy items and rarely sell then the 21 day hold will take effect.

I happen to be one of these people I dont sell much on Ebay perhaps 5-7 items a year so even though most of my sales have been for electronics and are usally over $500.00 Paypal puts a 21 day hold on my items for sale even the buy it now with instant payment required.

I am not sure of the date when this policy took effect but it's been there for months the last item I sold was an amp maybe 6 months ago and they put this hold on me then, of course I dont have 100 + positive feedbacks or 20 DSR ratings in the past 12 months.

It used to be that yes as soon as the $$ was in your account that you could have them in your bank within 72hrs or less as you stated even if you didnt have a large feedback rating.

Don't send the amp at all, and never use paypal again. Get a postal money order instead. **** Paypal, and Ebay too.

Ebay only allows you to use Paypal now. Just sold some stuff on there and was really shocked when I got the 21-day hold even though my account has been active for at least 5 years. The money was released after good feedback was received but sure made me feel uneasy about shipping the item out. Ebay looks for things like money order, etc. in your listing so it is just about impossible to request a funding source other than Paypal. I'll only use Ebay as a last resort now.

Same here, at least for selling. Buying, not a problem.

This is mostly right, but you can pay cash or other payment and bypass paypal for a buyer that comes to pick up an item. I drove 500mi for a pair of polk SDA speakers and had a buyer drive just about as far for a tuner and a amp. That is rare though;)

    Well, that wasn't too tough.

One of my amps was delivered today, it required a signature. Once delivery was confirmed I called PayPal and gave them the tracking #. While I was on the phone they released the funds.

So, while a pain in the ****, it was less then a couple minutes on the phone to get my funds with nothing needed from the buyer.

Same here, never a problem, but this holding funds is. It's not right, but there's nothing one can do if you want to use them.

...and as long as you state that you want the funds sent as a "gift" even in your ebay auctions you won't get stuck with a fee.

Yes. Holds on funds are only through ebay. It's ebays way of protecting the buyer.

Protection lol??!! They aren't protecting anyone. It's just their way of collecting money off of both the buyer AND seller. Ebay owns Paypal, so they take money off everyone involved. F ebay. Until they change their tactics I refuse to use them.
