Good call on a signature and tracking. It annoys the crap out of me when a seller, who I paid a premium to, doesn't provide any tracking. It also puts into jeopardy your proof that an item was a) shipped b) recieved.

I also think it helps to print your shipping label from Ebay.........more proof an item has been shipped.

Oh yeah, I'll make sure I print the shipping label.

Looks like there about gone anyway. Two more sold from other sites so it looks like I won't have to put any up on ebay again.

Ron - You also seem to have missed what others have said a couple times before:

Paypal has to release the funds, NOT the buyer.

It looks like you've already started the process, but just wanted to make sure that tidbit didn't get lost in the clutter.

Seems to me Ebay/Paypal are catering to their online store members and making it harder for the average Joe to make a clean transaction.

Generally they rely on the seller leaving feedback, or you faxing/emailing them copies of the receipts/etc.

I'm sure if you gave them a call they'd let you know the best way to prove that you sent it.

Exactly what I thought Ryan. PayPal is all about buyer protection and nothing for the seller. What a joke.

I've been in contact with the buyer and he seems legit and straight up so the amp is going out Saturday. I entered into an agreement and I will honor it. In all the years I've been doing this I have yet to get burned on an ebay / paypal deal.

I agree this is annoying as all hell. When I was a "kid" (21 or so), I went to sell one of my custom computer builds on Ebay. Buyer contacted me, promised the money was on the way (this was before paypal/etc was popular).

I was stupid and believed him, and mailed my pc through FedEx. Turns out the guy "buying" my computer was part of a scam based in Nigeria. Ebay called FedEx, and had them hold my package until it was all sorted out.

Only bad part was that when my package got returned, it was beat all to hell and the computer looked like it had been through a warzone.

Ebay is all about doing exactly what your parents warned you to never do. Send your money or stuff to a total stranger with no re-course and assume it will turn out well. I love it! :)

I will say this for the buyer, he has 36 feedbacks and is rated at 100%, his email is also from a legit business that I looked up online. So, I'm guessing I'm fairly safe with this one. I'm going to go ahead with the shipping of the amp, but it will require a signature.

bad idea till you get your dinero in your account.. do not ship without cold hard money in your account. this has the potential to go very wrong.

we should all file a complaint with Paypal over this 21 day hold practice.

i can just see the buyer being unhappy with the amp and then telling paypal to not release the money.. thereby tying it up for who knows how long. if this is common practice by paypal. then i will not use them anymore.

It's common practice for new users/dormant accts and it includes a certain $$$ threshold.

It's protection, plain and simple.............may not be the best, but that's the intent. I would urge any that are going to use Paypal and Ebay to either keep up with the numerous changes or go back and read all the disclosures. All the answers (good or bad) are in there and explained.

I guess if anyone doesn't want to take the time to learn how it works then they shouldn't use it. :o;)

My biggest irk lately is even after I have taken the time to understand how it works and what each persons rights and time lines are; Ebat doesn;t follow their own rules. I'm told in an e-mail that my dispute will be settled in 48 hrs (or at the very least an update) well that was on 12-2-09. Then I read furthur that they allow 7 days before making a decision, well that means I should have had a resolution by yesterday.................still not a word or even an update.

You don't have to send your amp to the buyer 'till the funds is released from Paypal. It seems your buyer has insufficient funds or credit line so Paypal would not release the funds. If Paypal cannot process thru your buyer's CC or Bank card for full amount, Paypal will not have enough funds and they will not release the funds as an advance for your buyer. Check it out!

The buyer used an E-check it sounds like to me. I have used paypal for many years and only had that problem with E-checks. I have always stated in my auctions or sales I ONLY accept Paypal and the funds must be in my account within 48 hours no exceptions. Ebay and Paypal have always sided with me on this when it's plainly stated in my auctions and sales. I always send a email to the buyer to explain this fact when it's going to take more than 48 hours for the funds to get into my account and ask that they use another form of payment before I deny their payment completely. I would never expect any seller to wait on my funds for any reason. If you don't have the funds do not bid or buy it's just that simple. I will pay my stuff within 25 minutes of auction end unless the seller has ask in the auction to wait until they send the shipping or whatever info then I will pay A.S.A.P.

Actually the buyer isnt holding your money PayPal is. If you can get the buyer to give you positive feedback PayPal will release the funds instantly, but until the buyer does that or 21 days goes by after you can show the amp was both shipped and received by the buyer it's on hold. If you do ship make certain you get a signature delivery not just that USPS UPS or FedEx delivered it to the address, and make sure it is fully insured for every dime.

Any electronic sale over $100.00 is now treated this way unless the seller has X amount of positive feedback under there new rating system.

you never send the item until you get the funds PAYPAL TELLS YOU THIS!!

I'm going to contact the buyer first and ask that the funds be released or a money order sent.

The more I think about this the more I "should" get my money before I ship my items, that's the way it's always worked, and worked well for me. If the buyer doesn't like it, he can buy an amp elsewhere.

the reason they ask you to use PAYPAL only is to protect the seller. TOO many fake money orders and bad checks. sure there's extra funds they get but it's also a piece of mind you have someone to back you up if the seller screw's you bad it happens.
You can still pay cash if it's a local pick up

For me the newness of the purchase would wear off after a week and I would no longer want it. I'm an impulse buyer and want instant gratification. Sellers should generally get the item in the buyers hands as soon as possible.

What we should do, is never use paypal again. Ever. All of us. Send a postal money order instead. It costs about a dollar, and keeps the post office in business.

Good luck with that Ron. Here is a list of reasons why they hold money for a limited period of time, if you sell an item in a highrisk category such as electronics, PayPal will put a hold on the funds unless your feedback with (DSR) detailed seller ratings are high enough it doesnt matter what you say in your listing they will play by there rules not yours.

Why is my payment being held?
Most PayPal payments are processed immediately. However, if you're a new seller, if you're selling an item in a fraud risk category, or if you've received some low Detailed Seller Ratings (DSRs), your payment may be held until we are confident that the buyer received the item.

Here are some reasons we might hold your payment:

If you've been an eBay member for less than 6 months, and haven't sold very much on eBay yet

If you've a Feedback score of less than 100, and don't have a record of good performance

If you've a buyer dissatisfaction percentage* of 5% or greater

If your average detailed seller rating (DSR) is less than 4.5

If you've received fewer than 20 detailed seller ratings in the last 12 months

If your item is in a high-risk category, such as gift certificates, video games, cell phones, computers, or "consumer electronics"

If there's an open dispute or claim on the transaction

If the payment is being held in reserve.

And here is how and when they will release said funds.

When will my payment be released?
In most cases, PayPal will release the payment:

24 hours after the buyer leaves positive Feedback

3 days after PayPal confirms that the item was delivered

21 days after the payment was sent as long as there was no dispute, claim, chargeback, or reversal filed for the transaction

please tell me when did this big change take effect? I just sold some items on the bay not to long ago. 6weeks ago. The buyer used a payment form E-check. Paypal sent me an email and told me to not send the item until the payment was in my account. When i found out about this I sent the buyer an email and ask them to use a credit card or cash from their account to mine. after 48hours and no response from the buyer I contacted Ebay THEY SIDED WITH ME and help me cancel the sale. Why ???? Because there was no way for the seller to pay me within 48hrs like my auction stated. EBAY walked me through the process of declining the payment and offering a 2nd chance sale to the next guy which was 1.00 less and he paid within 20 min. of the offer.

The fist buyer filed a complaint and EBAY and PAYPAL told the buyer her method of payment did not follow my auction rules to have a payment in my account within 48hrs so I had the right to cancel after 48hrs and if she wanted to give me a negetive feedback EBAY would erase it because she was at fault..

I now state in my auction NO E-CHECKS & PAYPAL ONLY & PAYMENT MOST BE IN MY ACCOUNT IN 48hrs. per Ebay's advice and as I said Ebay and Paypal has sided with me 100% on this matter

I called PayPal on this holding monies issue and talked with a live person. Here's what I got.

The funds can be released at anytime by the buyer, this can be done from their PayPal account via a "release funds" icon. So, there's no need to wait for positive feedback, delivery confirmation..etc.

Glad I put a statement like the one below in my second amp auction. I just emailed the buyer to release the funds, amp won't ship until he does.

Using a statement like this above gets me my monies before I ship and ebay or PayPal cannot do a thing.

I have done numerous deals through ebay and i will always use paypal. It may take some time if something goes wrong but paypal has ALWAYS taken care of me and kept me from getting taken advantage of.
Just make sure payment clears first. and let the buyer know you will ship when it does.
