In a 7.1 setup which surround speakers normally produce most of the sound effects? The side or the rear speakers?

The sides should generally carry more of the soundtrack.

The side speakers are the normal surround speakers that you'd have in a 5.1 setup. The back speakers are whats added to make it a 7.1 setup.

Im assuming from my AVR the rear speakers would be the "2nd zone" in a 7.1 set-up.

Usually, zone 2 is for a second source to be output to another room or "zone". A lot of folks might use this for patio or kitchen entertaining and so on.

In my experience, however limited with 7.1, the sides carry the bulk of the effects/ambiance and the rears are mostly ambiance. I do think it is best to have capable sides and rears.
