Rotel 5.1 pre, surround and center cut out.

I just got a Rotel 5.1 pre amp and the surrounds and center appear to be cutting out at low volume. the sub and mains work fine. I hooked up an i-pod to the amps directly and it did not cut out and tried a few different IC with the same outcome so it has to be an issue with the surround processor in the Rotel I suspect, but is beyond my ability to test it. Any ideas?
