Psw250 -- no output, is black stuff normal on the PCB in the amp?

I have an old PSW250, and recently it just stopped working. I was able to make it work again by hooking up the sub out on my receiver (Sony STR-DE845) to the RCA in on the sub, and adjusting the low pass filter so that it accepts as much as possible. I had to turn the knob all the way to the right, and wiggle it a bit.
The "auto" function doesn't appear to be working, and I tried hooking up the sub the "polk" way with no success. I removed the amp to see if there was a blown fuse, or if anything looked visibly damaged. Here's what I found (besides a single fuse):
The black stuff by the RCA in -- is that some sort of epoxy to prevent the PCB from moving, or is that something I should be concerned about?
Also, is it possible that the low pass pot has gone bad? I can hook it up to a multimeter, but I'm not sure what sort of range I would be looking for. There is another variable resistor (R59) -- any idea what that does? :-)

Judging from the picture it does look like a burned component. The black stuff does look like an epoxy used to bond the component in place, but look at the area I detailed. That looks like it smoked, did you find a blown fuse?

I agree, it does look smoked. However, the fuse is in perfect shape and nothing smells funny. Is there anything else I can look at / test?
