You have stated that I do appreciate the help that Polk has given me through my projects, but you have turned it into I am insulting the engineers that have helped me tremendously. To sum up, when messing with electricity...hire someone who has been trained. I'd rather pay an electrician than a funeral home.
Second, common sense dictates, (and I may be reading this wrong) if you are trying to short change the electric company you are legally and ethically shaky ground.

Ben had recommended an Electrician and it is a great idea!
In any state under the laws, no one other than the trained and LICENSED technician (and also by the utility company) should mess with the meters and meter panel. You shouldn't cut cost or (save) by hiring a non-professional and unlicensed handy guys to service your home main panels or run electrical circuits because such guys may not adhere to the codes. It's a risk of fire and electrocution to yourself or someone who you cares more than the savings you make.
Even if you are an Electrical Engineer and work at the same utility farm that provides power to your home, you shouldn't fiddle with meters unless you are authorized by the utility company to do so. I think it's quite common sense but contradictory seems to exist from different states and different utility companies?Trying out Different Audio Cables is a Religious Affair. I hate to point this out, ben... but a month ago you would've said that lighting fires with gasoline was perfectly safe, because you've done it many times before...
I know for a fact that in Pennsylvania, it is illegal to cut that tab and pull the meter on your own. IF there was an issue with the main breaker, they may give you some slack, but they are still legally allowed to fine you for tampering with their equipment.
Also, electric companies in this area will not pull a live meter. They will climb the pole and throw the switch to the whole block if they have to, to pull the meter. I know this is their practice, because I was in contact with them about upgrading my service to 200 amp. Because it will necessitate replacing the line, box, meter, and panel, they said they'd have to kill the line.Ludicrous gibs! -
Above all I think Ben was trying to be helpful, a little crazy thinking at time. But maybe just really frugal more then anything, not sure.
I don't think I would ever change out a the whole panel as that would require pulling power first. That in turn requires something else like pulling meter, which is where I stop. My start of this thread was to help me understand what I was looking at, and what can go wrong. And for that I like to thank everyone.
Does anyone know if an electric panel is supposed to glow....
