"Crackling," "static," similar noise from Cablevision DVR through tweeters

On some of the more-compressed digital channels there is an audible crackle that comes through the tweeters of my speakers. It's annoying when I key into it but I can normally ignore it. Is this common in our 800-channel world? Also - could it damage/be damaging my speakers?

+2... Same scenario here.~ In search of accurate reproduction of music. Real sound is my reference and while perfection may not be attainable? If I chase it, I might just catch excellence. ~
