Bearly audible even at high volume!?!

Hello,
I figured I would try posting on these forums before I called tech support.
setup:
2x rti8
1x onkyo 605s receiver
Speaker wire is 16gauge from what I remember
Some older sony triniton crt (had to use composite cables to hook everything up)
some cable tv box
samsung dvd/vhs player

Alright, I'll try and recall as much as I can when I set this up for my parents.
Right now the 2 speakers are bi-wired to the onkyo. I've double checked the connections, the gold plated connectors are removed and sound is clear (no distortion/static/clipping as far as I can tell.
The receiver only puts out 90w a channel, yet if you are in stereo it supposedly puts out 110w (what I remember from the onkyo manual)
I ran the setup program with the mic and the distances (12ft from couch to tv) it got were accurate, so I assumed everything was fine.
I can't remember exactly, and i'll double check this next time I'm home, but I feel like if I do a test tone, the volume is more normal, but still on the low side.

Here's the problem
we have to put the onkyo receiver to 65 on the volume setting before it's comfortably audible. This goes for radio/dvd/tv. I had even put the two speakers to +12db (hopefully this doesn't damage) just so we could get it audible at 65. The volume on the cable box is set to max as well, if I put it any lower I would have to go into the 70's-80's...
This doesn't make a lick of sense to me as my home theatre in a box 7.1 with onkyo 505 receiver (some such sort) and those...even with 2 paltry rear speakers and free speaker cable going down to workout room...well they fill up the room with sound at 30.
Like I said, even though the volume is set at 65-70 it's still clean, I just don't understand why we have to put it so high and I'm worried that it's damaging the equipment on some level.
Any help would be great!

simple suggestions
make sure the speakers are hooked up to the right terminals on the reciever (left and right main)
If your running 2 channel, make sure your reciever is in 2 channel mode (and not a multi channel surround mode like Dolby pro logic, diginta, DTS NEo etc. if its on a surround mode, and you only have 2 channels, i can see how the sound will come off muted.
also, some recievers have a mute function, that significantly lowers volume (why, I have no idea). see if your reciever has a Mute button on it anywhere, or look in the manual to see if the menu function f the reciever has a mute selection. if it's on, turn it off (MAKE SURE THE VOLUME IS LOW OR OFF WHEN YOU DO IT!!, blown speakers are not fun )

FWIW, I just got an Onkyo 605 and Polk Monitor 60's last week, and have noticed too that it takes a higher number than I expected on the Onkyo volume setting to get listenable sound. I was surprised, but it seems to work OK.

Thanks for advice. After doing a bit more searching around, it does seem that the newer onkyo rec at least this line does require the volume to be at around 50-60/100 before sound is at an acceptable volume. It just confused the crap outta me b/c my older onkyo would be listenable at 30. Thanks for the suggestions though!

newer modern day AVR's require more volume than older ones from about 15 yrs+ ago. don't know why, but they do.. my average volume is between 35 and about 29, but mine is **** backwards... if I have it at -60 or so.. i can't even hear it.. mine goes from like -72 to + 10
I wish mine was reverse.. whereby zero would be no volume and 70 would be max volume.. that i understand.. these negative volumes screw my brain up.PolkFest 2012, who's going>?
