Polk DB401 Crackling

1994 Buick Regal Coupe
Current set-up
HU: Pioneer P3900MP
Amp: X Thunder 704X
Speakers: DB691, DB461, DB401, stock 4" tweeter
Current configuration (Power source):
Dash (HU): DB401
Door (Amp): DB461 and stock 4" tweeter
Rear (Amp): DB691
I had all of these installed at the local Circuit City and am wondering what is causing a crackling sound in one of the DB401s and if remounting them where the stock 4" tweeters would be better (which is amp'd).
The issue is with one of the DB401s crackling under moderate volume. The issue goes away when I adjust the fade all the way forward, at which point the speakers could go very loud and remain distortion free. Is this signs of a blown speaker or of a speaker not getting enough power? It is only occurring to one of the two DB401s.
Would it be possible, by bringing it back into CC, to put the DB401 in place of the 4" tweeter, which I'm guessing (kinda a newbie) would have them running at 2 ohms just fine? Currently it's the 4" tweeter and DB461 and they sound fine. I would bring it in because I have given up on figuring out how to remove the door paneling myself, plus they had done the installation.
