Theives hardly ever steel just the wheels and tires anymore since it takes longer to get them off than it does to steal the whole car (gone in 60 seconds).
GM vehicles used to come with wheel locks as standard equipment. I used to work for Goodyear and there are wheel lock removal kits but it'd be hard to imagine someone using it without making a TON of NOISE. Vise Grips work pretty good too.
You're dealing with amatures here - maybe kids. Be happy that the rest of your car is still there.

BTW, check to make sure your radio and other electronics still works before filing your claim. It is standard practice to inject a high voltage pulse into your antenna to defeat your alarm system and any sort of alerting device you my have installed. Not that I know anything about this stuff...
