popping in tweeters

When playing music or movies at past halfway, I get a popping all the way around in my tweeters (not very loud, almost like a quiet crackle). I know it is not my speakers. My reciever is a pioneer vsx-d411.

    Turn it down, or get better gear. Clipping is your word for the day.

    Correct, typically the 1/2 way point of a receiver is the point of "no attenuation", meaning it does not turn the signal down anymore. If you use bass boost or treble boost, then the max power point the receiver is able to produce cleanly is even lower.
