    Hello,
Welcome to the Polk forum. Probably the first step is to determine which variation Monitor 10 you have. Can you post a photo of the front and back of the speaker with the grille cover removed? Also if you can supply a photo of the damaged crossover we can see what might need replacement. This speaker can easily be repaired fairly inexpensively.

Those appear to be early Monitor 10s with Peerless tweeters, shame one is damaged. One thing to check is the metal tines on the fuse holders. Maybe take a little fine sandpaper or steel wool and clean the contacts that grip the fuse ends. Also, how did you check the fuses?

Buy a used Polk Peerless off eBay.

As for your method of connecting the speaker cable...that is NOT how to do it.

Did you swap tweeters from one cabinet to the other ? That way you know it's the tweeter OR crossover OR issue with fuse holder tabs. Did you clean the fuse holder tabs, as stated above. After spray some contact cleaner on tabs & give em a try.

While certainly possible it is not an easy task to replace a tweeter's voice coil. Usually the easiest method is to replace the complete tweeter. As @F1nut recommended find a Peerless on eBay, they are worth searching for.
For examining the crossover remove the four screws holding the input cup on the rear of the cabinet and pull it out. The crossover will be on the other side attached to the input cup. Usually damaged crossover components will be browned or blackened or detonated. A photo will help us diagnose.

If you did not ohm out the coil with a meter, then it could also be plate/magnet shifted.

There is nothing obviously damaged on the crossover, however the fuse holder is a bit suspicious. The perfect tool would be a Dremel with a wire wheel attachment to get rid of the rust and oxidation.

how much ohm should it put normally?

Usually around 6 to 8 ohms, if it is bad it will show zero.

It should match the known good one's ohms.

And those are cast resistors.... as in they should be cast into file 13.

    This X2.

Back off those plastic terminals and use the holes for the loose wire. Safe bet you may have higher resistance with your current setup.

Cut those ends off and use fresh wire.
