You were running the DAC through the Belkin powered hub?

There's a utility out there - can't remember the name at the moment - but it lets you see what's running on your USB bus.

Also read a while back that some DACs don't like USB 3.0.

Could you stage this capture and then disconnect everything except for the USB DAC directly connected to your computer?

Nothing's jumping out at how it could be the browser causing noise, but could be from an extension or something else. Browsers do a lot of stuff in the background these days people aren't aware of, like checking your network for casting-capable devs and stuff.
    I disabled signatures.

Yes it was an old hub and was USB 2.0. It isolated from the noise of the computer but I had some problem which I can't quite recall but it had to do with the handshake between the DAC and the computer being interfered with by the hub.

8kHz packet noise on USB is a well known issue in computers. At the time heard the noise and then did the investigation with a mic held close to my speakers that revealed the spikes that my ears told me were there, I didn't know what it even was. The internet revealed more. Turns out that using optical outputs and inputs would have been one solution because of better isolation but my DAC did not have those inputs, only an output.
