Polk Magnifi Max minimum volume too loud on ARC

I got a new Sony TV with Google Chromecast built in recently. I hooked it up with ARC. I can control the volume with the TV. I used my TV to disable this feature and used the polk remote to adjust volume. Even when I have the volume on the lowest setting +1 (so first volume increment that makes any sound) it's already quite loud.

how can I fix this? My old TV had no ARC so I used 3.5mm jack, so not sure the ins and outs of ARC.
