    Both in your pic are capacitors. The values, uF and voltage for the light blue one will be printed on the case, but in your situation you'll have to remove the cap to see them.

    I believe* and could be wrong, but that means it is rated for 13,000 hours before it would deviate from spec as per the manufacture

    I am curious about the Monitor 5C. I am aware of the 5A, 5B and Monitor 5 Series 2, but not a 5C. If it is a 5A with Peerless tweeters, they are likely 12uF and 27uF capacitors. If it is a 5B then they are likely 12uF and 34uF. But you should look at your crossover components to get the values.
