Mincom 8300A-W Flutter Meter

So my dad found a 3M Mincom 8300A-W flutter meter and gave it to me about 20 years ago. It has been sitting in my basement and I decided to pull it out to play around with it. I cleaned the switches, pots and exterior. Problem is I don't have a manual for it and haven't been able to find one online. Anyone have info or a manual for this thing?

It appears to be the same device as the Ampex TU-40 Flutter meter, if you do a search for this there are a few articles that describe it's operation.

Still haven't found an operations manual but I did stumble upon some public release articles on NSA's use of tape recorders. Very interesting stuff if you are into cryptologic and cold war history.Stan

For cassette or open reel?

What do you do with a flutter meter? I didn't know you could adjust flutter (and that Wow thing) in a tape deck.

That would be the way to do a record/playback w/f measurement, make the recording then rewind and play it back.
There's a guy on eBay who I can recommend highly, nielsfup2010 , his name is Niels and he lives in Denmark and he sells really good quality alignment tapes. It would be around $70.00 for a cassette tape including shipping. He uses good quality recording gear and has calibrated carefully.
Does the Mincom use 3.15kHz or 3.0kHz?
