Why has my Polk subwoofer never worked?

I purchased my Polk subwoofer years ago, but never have been able to get it to work. When I plug in the power cable, I get a constant pulse sound (tic, tic, tic, etc.) every second. I never have gotten any sound otherwise. I thought I just had something connected improperly, became frustrated, and left it unplugged. I recently again referenced my user manual to give it one last attempt. Unfortunately, same results. Any suggestions?

    Sounds like you have a bad plate amp, but Polk makes more than one sub...
