    Something is shorted upstream of the fuse (I assume that's the "mains" fuse?).
    Most likely culprits, IMO, would be the rectifier(s) -- probably either a full-wave bridge or four discrete power diodes, the main power supply filter capacitors, or, perhaps (and most vexing), a shorted winding in the power transformer.

    If it is none of those, it could be pretty much anything, but it's almost certainly a shorted component.

    One thing that's always possible is a "trivial" short circuit -- two connectors touching someplace, or a bare spot on the power cord inside the component that's shorting to ground or some other place it shouldn't be. Careful visual inspection is always in good taste.

    If there's a dead short, you should be able to find it with a DMM and some patient sleuthing, working backwards from where the power cord's leads connect to the power supply.
