How do I gain access to cross over components in a very old Monitor 10, Ser No. 0074,
I can't seem to find anything removable in the back panel where the fuse and wire lugs are.

Take out the passive radiator.
Take pictures of the crossover from that opening & the back of the speaker.
Post them here & advice will follow. -

Understood. But sometimes you have to do what you have to do to get the correct information.
I'll bet plenty that you'll find the crossover is hand built on a breadboard.

And more than likely used mortite for gasket material. That stuff is like glue be very careful
