Napalm ISIS controlled areas is the best solution. Start slowly to allow the residents to leave then escalate. Most sane people escaped to Turkey or elsewhere anyways, and are living is poverty and misery. Clear the area of wackos to allow the refugees to go back. Do this enough times and maybe the locals will choose not to allow ISIS to come in.
