Static/ Fuzzy sounding driver

I have noticed in one on my RT8's the driver has a slight fuzzy sound at certain frequencies, more noticeably with dialogue (listening to a baseball game). If I lightly touch the cone, the fuzzy sound goes away for a short time, but then returns. I removed the driver from the cabinet and don't see any obvious damage. The cone seems to move freely without any scratching sound. The wires are all attached, and the screws holding it to the cabinet weren't loose. Any ideas? I also got way too deep under the rubber surround that attaches it to the metal frame of the speaker. No tears or holes, but in a few spots the surround is completely free from the frame. What glue should I use to reattach it? Thanks all!

One thing I thought of for repair glue is spray on weatherstrip adhesive that I already have. Is there any reason that I shouldn't use it for this fix?
