Help Receiver not powering up.

Well I sent a perfectly good Sony ES receiver out to a buyer last week (double boxed with extra packaging material) and it arrived at his home today. Unfortuately he sent an email that the receiver was DOA and he stated that when he hits the power button nothing happens.
Anybody have any idea as to what the problem might be or what can be done to resolve?

1) Plug a lamp or other known good appliance into the outlet to ensure that there is power available.
2) Plug the receiver into a known good outlet to try and duplicate the failure.
3) Inspect/replace the fuse(s) and re-try powering up the receiver.
