The Idle Air Control is for idle problems, and fuel filter would be for acceleration if its never been changed.
Would love to know what the problem is when he gets it fixed. I had both problems with 2 of my Fords but
    not at the same time.

I have not replaced the COP's yet. Today I borrowed my neighbors code reader. Because I had disconnected the batter a few days prior there were no codes, even after trying to let it run. I did replace the fuel filter and the TPS. I noticed today that when I replaced the TPS that the new one is reading open 18.8% with closed throttle, is that normal? It will be going to the dear this week.

Did you set the throttle postion sensor? You have to hook a meter up to it and index it so you get a certain ohm reading with the throttle closed.

Sadly, because I had ran it when it was rough, I may have damaged either a o2 sensor or a cat. They will look at that tomorrow. The engine runs smooth when I came to inspect the work, however when they asked me if I wanted to go test it, acceleration was very slow and wouldn't go any faster than 40.

Yea when you keep driving a car that is missing and it has cats your dumping excessive fuel in to the cats and it over heats them and melts them down. It plugs up the exhaust as the honey combs melt shut.
