Static on all speakers?

Hey guys,
Finally have my small 5.1 built as I was waiting for newegg sales to meet my budget. System consists of:
Harman Kardon AVR1565 amp 5x70w
2x Floorstanding Monitor 50's for FR+FL
CS1 Series II Center
2x Monitor 30's for RR+RL
60W Monoprice Sub
I am very satisfied with the performance for the total price paid for everything!! I believe $675 total for all combined.
Only issue I am having is there is static coming from all speakers when the volume is off, power on.
If I plug in my AKG headphones, there is no static from the headphones, but as soon as I unplug it, static from loudspeakers.
What could be the issue here?

Sounds like you have your gain set too high or you are getting RF interference from something. what do you have aroung it? try to give the AVR some room ffrom other stuff.
