I guess I'd have to say it's OK. The rider can choose to go after 2 minutes if it's clear or they can choose to sit there until it changes. I would assume riders who encountered this issue prior to the law change go ahead and go anyway if the light isn't tripped, so I'm not sure anything is changing other than it's now legal to do so. I know when driving in my car if a light is stuck on red, after a certain amount of time and when it's clear of traffic I just go.
I don't think anything is any different just because it's legal now. It was being done prior, I'm sure of it, and if the rider is unsafe, they are unsafe regardless if it's legal to go on a red light or not. Allowing them to choose to leave a red light after 2 minutes isn't changing anything safety wise.

For the rest of you, you still haven't answer the question. Does the law make traffic more safe or less ? Pretty simple yes or no question.
It's not about turning right on a red, it's about turning left on a red,going straight across on a red, is that safer or not ?

Safety wise...It won't change a thing (as eluded to earlier). Anybody on a motorcycle has probably done this before either adding to or subtracting from the statistics of motorcycle accidents already.
Also, (as stated earlier) If you "ride" you are WAY more likely to LOOK BEFORE you pull into traffic red light green light or no light. So that's a wash.

At the same token, it is probably only an issue because some idiot cop saw a motorcyclist do it and pulled him over for it lacking the common sense that it should just be allowed anyway.
