Recent review claims there better than the RTIA1,s I know this is based on the reviewers OP, but, has anyone here heard them?

It's all a molter of personal choice. I don't like Paradigm nothing so I'm not really the one to ask but I have listened to every single Paradigm everything made over the last 3 years. None of which I would own myself.
The Monitors are nice speakers for whom likes the way they present themselves. I'll take a pair of RTIA1's over them every day of the week and 3 times on Saturday with a Double Bock.

The Atom has long been one of the most important models in Paradigm’s line: it’s their least-expensive main speaker -- almost anyone can afford it -- and it’s the gateway to Paradigm’s “house sound.”

I have the Mini Monitor v3. It's decent sounding. Very detailed. I haven't had time for critical listening yet but am fairly impressed. I believe the Mini replaced the Titan, correct?
