what is the difference between a 2 channel amp that says 250 - 300 watt program and a amp that says 300 watt x 2. both are 8 ohms!

If an amp is rated at 250 wpc into 8 ohms then that is what it is. I know Sunfire called an amp a 300~2 or something like that. IIRC, the "program" rating is more akin to a peak power rating, not continuous power. Today's equipment is rated using FTC specifications which means that the power ratings must state a bandwidth (such as 20Hz to 20KHz), distortion rating and continuous power within the these two parameters.
