Bad tweeter or problem with crossover w/RTA 11t

I have a pair of "new to me" RTA 11t's and it appeared that one of the tweeters was defective. No sound and I assumed that it needed to be replaced. Damaged the tweeter when removing and so I replaced both tweeters with JBL silver titanium tweeters and lo and behold I still had the same problem. I'm wondering if the problem is in the crossover or might it be something simple that I'm overlooking? Any suggestions would be helpful.

    First step is to take the known good tweeter and install it in the "bad" speaker.

    Both of the JBL tweeters were working before I installed them.

    You have a bad polyswitch, it's located on the crossover board. You can remove it and replace it with a .5 ohm resistor or purchase a new polyswitch.

    Get those JBL tweeters out of the Polks.
