    My (educated) guess would be that they have got information from fellow drivers ahead of them about a problem that they feel it is imperative to avoid: either (1) a speed trap on a toll road (if you get "flashed", the Police don't bother chasing you in some countries: they just radio ahead and wait for you at the toll booth), or (2) some other official intervention, such as a customs search or "spy in the cab" hours driven and speed verification.

    Whatever it was, I'm guessing that they are driving back up to a previous exit.
