The CSi5 is the one you need. As for the sales tax, I'm not sure, guess Polk is global baby, lol.

The drivers in the CSi3 are identical to those in the RTi12. It'll voice match perfectly.

From the "Shipping" section of the eBay listing:
By law we are required to collect tax from most states.

    From the FAQ section:
All items purchased from eBay must be charged sales tax and shipping. This is due to the fact that we have presence in every state and the items are a refurbished and are sold at a much lower selling price

The wording isn't optimal, perhaps (I would have worded it as "must be charged sales tax" because of a presence in every state, and "will be charged shipping" because of the much lower selling price).

Another vote for the CSi5, or if you have trouble finding one, the CSiA6 is essentially the same soundwise, but there is a difference in the design a bit (as its made to match the rest of the newer CSiA series). The front has veneers and the cherry finish is a bit different. But if you're leaving the grill on and most of the speaker is concealed, then it won't matter anyway. I have the RTi12s and a CSiA6 (which replaced a CSi5).

I never understood why PolkDirect charged state sales tax in all states either. As I understood it(and I am no business major), a business is only required to charge sales tax if they have a B&M store of some sort in the state (or something like that). Amazon is global but they don't charge sales tax at all. I am not aware of any Polk store's in PA.

I recall reading a Polk response to that query in the past that indicated something like that they charged the sales tax in all states regardless. I'm really not sure why any company would do something like that, but I'm sure each state is happy about the extra income (assuming that the sales tax is passed on to the state as appropriate of course).

I have a set of RTi12's and I recently upgrade from a CSi3 to a CSi5. The CSi3 was a nice little center channel for the money, but the CSi5 is just a much better choice for HT. The sound is clearer and not to mention it keeps up with the RTi12's without a problem.

Not entirely. The CSi3 would be running out of breath LONG before the RTi12's did. The drivers in the CSi5 are also perfectly matched to the 12's. The size of the driver isn't the issue...since the drivers are made of the same material and have identical timbres.

Skip the CSi3, and go for the CSi5. You won't regret it.

Absolutely! I don't know of anybody that has ever regretted having one of the large RT series center speakers. They are a terrific addition to any setup. The only issue, as xcapri suggests, is their size in some situations, but there are ways to help them integrate nicely into your decor, with a bit of imagination.

That goes without saying. I am certain that the last thing Polk Audio wants is to have the IRS breathing down their neck for failure to disclose sales tax receipts.
