I am uing a Dennon (avr 1802) reciever as a preamp to three Carver tfm 24"s.Would like to get a quality surround preamp that would be an upgrade for two channel especially.Would an Outlaw 990 be that upgrade or is there a better way to go?

Are you looking for more than 5.1?
CTC BBQ Amplifier, Sonic Frontiers Line3 Pre-Amplifier and Wadia 581 SACD player. Speakers? Always changing but for now, Mission Argonauts I picked up for $50 bucks, mint.

Used is what I prefer. I just picked up a Lexicon DC-1 and it is amazing. Heads over my Marantz pre/pro, and that was heads over my previously impressive receiver. The Outlaw would do you well, but anything higher end used would be available at a good price.
