I got some nordost I/C from Audiogon and just wondering why there's an arrow on one end and nothing on the other end. Does this mean that these I/C are directional, meaning should the end with an arrow be connected to the pre/pro or to the power amp, or does it really matter which end they are connected. I need your expert advise, please. Thanks.

In theory yes and no. The debate could rage on but unlikely you'll hear any audible difference and it won't make any difference with RCA cables.
The arrow that point towards the cable and away from the tip should be at the source. Nordost cables are not directional when they are manufactured. However once they have been used for 70 to 80 hours in one direction they will sound better when they are hooked up and used in the original direction of break in.
You'll have to make your own decision in regards to the interpretation of that comment.
The arrow is usually telling you what end the shield ground or drain wire is on the cable. Sometimes it's used to show the direction of signal flow. I would suggest you use it whatever way you feel like but I tend to route my cables with regard to the direction of signal flow. Interesting, perhaps Nordost is unaware that the audio signal is AC, the current flows both ways. How could it be directional at any time? -
