I have a guy who wants to sell me a Bel Canto DAC ( 220v) with three Transparent brand, Musiclink Plus and two 200 cables all for $480 dollars.

He wants $300 for the DAC alone.

A “Transonic” step up / step down transformer ( 1,000 Watt) is included free with the deal.

Help me out fellas, this is way over my head. Is this a deal??

I have two pairs of Transparent Musiclink Plus. If my memory serves me right, I paid about $180 a pair used several years ago. So, it appears that it's a deal on what you're getting. I can't help with Bel Canto DAC, since I don't have any experience with that.
I am sorry, I have no opinion on the matter. I am sure you do. So, don't mind me, I just want to talk audio and pie.

You have 220V coming into your residence in Brooklyn? If you plan on using a converter, don't because they don't work well for high end audio.

EDIT: I see a tranny is included............I know nothing about that particular tranny.

Why are we looking to reduce a subjective experience to objective criteria anyway? The subtleties of music and audio reproduction are for those who appreciate it. Ok, if I understand this correctly, then transformers do not work very well will hi-end audio?
I think maybe I should pass, I don't get ahead of myself. Thanks.
