When do you need more power, how do i know i need a new AV or Amplifier. Is there a formula to use? Is it watts per channel. Any rule of thumb?

Your ear is the best judge of that. Seriously though, those 60's are very efficent and pretty easy to drive, that 606 should do a good enough job on it's own. However, the kicker is, even if you wanted one, that 606 doesn't have pre outs so you wouldn't be able to run an external amp anyway without upgrading that first. I have the Monitor 70's and TSi 500's and I was impressed at how much better they both sounded running off an amp the first time I heard them in that configuration.

Sorry if I bursted your bubble, just didn't want you to get too invested in the idea just to find out you had to upgrade your AVR first.

Generally most people don't need a power amp in order to get a nice product. Normally if you have very inefficent speakers, or the Ohm rating is say a 4 on the speakers it would be recommended for you to obtain a external amp due to these factors. Most people who are using 89db + don't really need an external power amp. However if you do add one it will increase headroom and allow the AVR to breath a bit better (IMO) and can make a difference. I like using an external amp personally even though my speakers are pretty efficent around 90/91 as I feel I get a little bit better detail ect from them when I had been using one. However I do enjoy the amp section in my SC-05 and feel it has more than enough power and never sounded strained at all. I will be adding one for two channel listening as this is where I find it makes a difference (for me) but as stated I would try one out if possible and see if it does make a difference for you.
As long as your AVR has pre outs you'll be good to go!
