MW6500 Question

Okay, so does anyone know what the paper ring on the outside of SOME of these MW6500's do. I have a set of RTA-12's that I'm trying to get up to snuff (by replacing a frozen MW6500). I have noticed through my research that SOME MW6500s have the paper ring, and others don't.
So just what is the purpose of this contraption, and will it affect my speakers (In more than a simple cosmetic way).

The gray paper stuff is just an earlier version. Stopped using it around 1980 keith

No difference though in functionality? I can't imagine why there would be.
