Need affordable quality power conditioner

I juts got my 60" inch plasma hooked up. I'm in the market for a quality affordable power conditioner. I already went over board and bought the Balanced Power Technology (BPT) 3.5 Signature Series conditioner last year for my other tv, I do not want to spend that much money again. Any quality affordable companies out there?

    A power conditioner is different than a "surge" protector, correct?
    How much of a difference does it make?
