How are you driving the Montior 30s now?

If you have a receiver, great, you just need to run a 3.5mm cable from the PC soundcard to either a 3.5mm input on the receiver if it has it (many don't) but if not just get a 3.5mm to RCA adapter (looks like a 'Y') and plug that into one of the receiver inputs. Then you're done.

edit: 3.5mm cable is really cheap online. I got a 25 foot one for a few bucks and that runs from my computer to my receiver.

You will need an amp or receiver to power them for the PC.

I'm not sure I know what your talking about. You want to hook up a pair of speakers to your computer? You need an amp to power them. A sub will not power your speakers.
