Rookie Officer Gary Bromley cited Mondragon for three violations: disregarding a traffic control device, failure to present a driver's license and "non-English speaking driver."
So....there was an illegal U-turn, a disregard for traffic controls, and the failure of presenting a drivers license, yet the focus is on the fact it was pointed out the driver didn't speak English?
Unless I'm missing something, I don't see a single case presented where someone was ticketed solely because they couldn't speak English. Not that it couldn't happen, but why not a single example? -
While I don't think people should be FORCED by law to learn the language, people who DON'T shouldn't be catered to either. For driving infractions, if you can't understand the police officer, that's a problem and you probably SHOULD be fined for it.If you will it, dude, it is no dream.

Well stated. The state shouldn't have to provide a language translator for minor traffic violations. Talk about a waste of taxpayer money. -

Indiana don't give a crap as long as you pay for the licence. Last time at BMV , grandson interpeting for grandma.Now if she can't speak it , sure as hell can't READ it. Feel sorry for the person on a 1 way street she turns on to because she CAN'T read english!. State is happy , they got the money for licence. I hate going into stores that everything is bi-lingual. ( Lowe's , CVS pharmacy ect. ) Wasn't any secret main language in U.S. Would much rather see my tax dollar go to free english lessons than everthing bi-lingual. I have yet to understand why they get theyre a** kissed , and most people turn a blind eye if they are illeagle. My great grandfather like many came to the land of opertunity and had to get with the program or starve. Were not any special programs for any of them. Called pride and survival.

You should spend a day in a Texas DMV. 90% of everyone in line DOESN"T
speak English. There was a big flap earlier in the year over a proposal
to give non-citizens a different license(like they do for under 18 drivers).

Seriously though, I've been to a Wal-Mart here in Austin where all of the loudspeaker announcements (pre-recorded and the lost children type) are all in Spanish. Its like taking a quick trip to Mexico.

How about the lost time and money because the moron cops wrote the tickets wrong probably to make a political statement. If they have a problem with the current system, change it or get another job if you can't do it right.
If the law says you must speak English, write as many tickets as you can, if not, don't. The laws need to change.
What pisses me off here in California is the fact that cops here can't ask people about their citizenship when they are pulled over. By being here illegally they are committing a crime while operating a motor vehicle. DWI (driving while illegal) should be a crime just like DWI (driving while intoxicated) is. I'm trying to help change the laws to allow this type of screening but its an uphill battle with all the immigration rights groups in this state.
One city here bravely started using sobriety checkpoints to filter out the many who drive here without registration and insurance. Most of these people were here illegally but they could not deport them because it was a traffic stop. They did however impound every vehicle that was not registered! A minor victory but not bad. Of course, they received a ****-storm of heat from the immigration/alien help groups so, sadly, they had to stop.

Where has all our brains gone?? The story in the OP said all charges would be dropped, WTH? If there was something written that is not legal, of course it needs to be dropped, but why the others?

Again I am baffled. I think sobriety checkpoints have been contested and found legal in most forms and in most if not all states. I think any stop as a matter of procedure asks for license and registration. So how on earth can enforcing laws for violations found during this license and reg. inspection be considered anything but right and legal?
Just left to shake my head and wonder how we got here. -

Ours has changed to written only and then behind the wheel. Not sure how you would pass those without being able to speak English.
Have no idea in this case so maybe I should not bring it up, but I used to work with a guy from the Ukraine (who became a citizen, which includes an English test) and he would joke about getting pulled over for doing 80-85mph or other miner infraction and pretend he could not speak English to try and get out of the ticket. -

Since it was in Dallas I wouldn't be surprised if the test was offered in Spanish. I have no idea, but it seems like anything and everything government related here in Texas is offered in Spanish. Alot of city/county/state jobs offer extra pay if you are fluent in Spanish, even for many jobs that don't interface with the public. -

I believe that it should be law that everyone legally in the USA should have a "working knowledge" of written and spoken English. English is the "national language", which means all traffic signs/warning signs are in English. If you want to be a police person, you have to speak English...if you want to join the military (correct me if i'm wrong) you have to be able to read/write/speak english.
