Yes, it shows explorer.exe and if I terminate that I lose the taskbar.
Sorry, I haven't been following this thread. If you have not reformated and started over yet, here's another option if you want to continue investigating. If not, please ignore and good look with your rebuild or new build. Either way, learning how to use process explorer is extremely helpful in the Windows world since task manager is woefully inadequate.
Go here and download process explorer.

Go find explorer.exe. There should be a "+" sign next to it. Click there and see what programs are running behind explorer.exe that's causing the CPU to spike at 100%.
You may need to google the name of the child process to determine what program is running it before deciding whether it can be uninstalled safely.

No, I haven't formatted yet because I have midterms in Physics and 2 other classes this week.
